About Us

A small, hard-working engineering consulting firm based in Henderson, Nevada. Established in 2002, we hit the ground running as part of the historical Hoover Dam Bypass Construction Management Team. Small diverse staff, large scale solutions, communication driven and project managing, we offer our clients the full package. We're a small and growing Engineering Consulting Company. Eumelia (Mel) Johnson, P.E.
Eumelia (Mel) Johnson, P.E.
Founder & Principal Engineer

Mel has never imagined owning a business. It took a lot of convincing. She realized that not every business has the opportunity of starting out with project just handed to them to get it started on its feet, much less a monumental one. Also, she has background and experience in design, construction, planning, geotechnical engineering, environmental, water resources, and transportation, and had assignments in Washington, D.C. authoring white papers regarding Lower Colorado River issues. She also conducts a variety of training courses including BMP's and Team Start-Ups for those project teams that struggle to get started. She is also a trained meeting facilitator and can facilitate meetings of any nature. She is well versed in many facets of Civil Engineering. Aside from the technical duties of the business, Mel also oversees the overall business including the administrative functions. Mel has a daughter who has autism. Mel enjoys playing golf and doing landscaping projects in her backyard. She has a yellow and black lab, and tortoises.

T. Christine Feaster, P.E.
Project Manager

Christine Feaster is a Project Manager for CEEC, Inc. She has over 12 years’ experience of construction lab, field, and office experience. She has experience working with Nevada Department of Transportation, Clark County Public Works, City of Henderson, City of Las Vegas, City of North Las Vegas, and Las Vegas Valley Water District. Also, she is a Water Pollution Control Manager and ATTSA (American Traffic Safety Services Association) Certified. Ms. Feaster has experience in quality control of projects and project documentation including daily diaries, submittals, RFI’s, schedule updates, change orders and progress pay applications. Christine enjoys reading, working out and traveling to new places around the world.

Matthew Williams

Level IV Construction Inspector/Materials Tester

Matthew Williams is a Level IV Construction Inspector/Materials Tester for CEEC, Inc. He has over 25 years of total experience both in construction inspection and materials testing. This experience includes Field Service Manager, oversight of technicians, coordinating staffing and equipment resources, maintaining the quality systems manual, and quality assurance and quality control for public works projects. Mr. Williams has experience working with the Nevada Department of Transportation, Clark County Public Works, City of Las Vegas, City of North Las Vegas, and the City of Henderson. He has his ACI and NAQTC certifications for materials testing. Also, he is a Water Pollution Control Manager and ATTSA (American Traffic Safety Services Association) Certified.

Dana Valledor

Materials Tester, Construction Inspector

Dana Valledor is a Materials Tester and Inspector for CEEC, Inc. He has over 16 years of total experience in the construction industry. He has ACI and NAQTC certifications as well as Nuclear Testing and Radiation Safety. Mr. Valledor’s experience includes performing observation and testing of asphalt pavement, concrete pavement, masonry, and soils. In addition to laboratory testing, he also assisted with proficiency testing for the AMRL accreditation programs, assisted with data entry for test reports, and trained technicians. His project experience includes working with Nevada Department of Transportation, Clark County Public Works, City of North Las Vegas, City of Las Vegas, and City of Henderson. Dana is a sports enthusiast who also spends his time with his daughter.

Evan Harris
Evan Harris
Biologist

Evan Harris is a Biologist for CEEC, Inc. He has over 16 years of total experience in biological and environmental consulting. He graduated from the Rochester Institute of Science with a degree in Civil Engineering Technology. Mr. Harris’ experience includes desert tortoise monitoring as well as performing Authorized Biologist responsibilities on numerous large-scale projects around the greater southwest. In addition, he has performed USFWS approved surveys for various species, radio tracked tortoises, assisted with tortoise conservation and husbandry efforts, and performed environmental compliance inspection for various projects. His project experience includes working with Nevada Department of Transportation, Clark County Water, US Fish and Wildlife, Bureau of Land Management, Regional Transportation Commission of Southern Nevada, and City of Henderson. Evan enjoys the great outdoors and aspires to fill the pages of his passport with different stamps from all over the world.

Construction Management
  • The I-15 Tropicana Design Build project will increase capacity for the continuously growing Resort Corridor. With construction of a new bridge, increase in the number of lanes on I-15, Tropicana, and access ramps improvements will be made to the traffic congestion in the area. Additionally pedestrian upgrades will be made for increased safety along Tropicana.

Construction Management
  • The I-15 North Phase 3 Speedway to Garnet includes widening I-15 from two lanes in each direction to three lanes along the 11-mile stretch of highway. Additional work includes bridge rehabilitation, commercial truck parking improvements and enhanced landscaping and aesthetics.

Construction Management
  • The Naples Outfall Storm Drain project includes construction of an outfall storm drain for a future detention basin. The storm drain construction includes RCB, RCP, lateral connections to existing infrastructure and drop inlet construction. Miscellaneous roadway items were also included such as waterline relocates, sanitary sewer install, Traffic Signal & pedestrian improvements with roadway reconstruction.

I-15/CC-215 Northern Beltway Interchange
Construction Management
  • This project consists of constructing new ramps, flyovers and street connections to complete a system-to-system interchange configuration where the northern I-15 meets the Clark County 215 Las Vegas Beltway. The project also includes the addition of I-15 southbound ramps for the Tropical Parkway interchange. The project will construct sections of Centennial Parkway and Tropical Parkway to provide needed connections.

Our Services

Construction Management and Environmental Compliance

During the construction phase, provide professional management practices consisting of array of services for planning, design, construction, and post construction phases for the purpose of achieving project objectives including the management of quality, cost, time, and scope. We can provide a Construction Manager (CM) who will act as an extension of staff to the Owner and manage the entire project with pre-planning, design, construction, engineering and management expertise that can assure the best possible project outcome no matter what type of project delivery method.

On large environmental construction projects, we can provide Owners staff dedicated to ensure that all required environmental mitigation, as specified in the Final Environmental Impact Statement (FEIS), Record of Decision (ROD), and Contract Specifications are met. We do this by developing an environmental matrix including a checklist and timeframes of all commitments defined in the above documents up to the close-out of all permits. We also have certified Dust Monitors on our staff.

Desert Tortoise Monitoring
We can provide desert tortoise monitors for project that are determined to have the presence of desert tortoise under Section 7 of the Endangered Species Act or projects affecting Bureau of Land Management property. Furthermore, we are trained to relocate snakes on construction sites for construction personel's safety.
Construction Schedule Review
Reviews Contractor's Baseline Schedule utilizing either P3 or P6 and monthly progress schedules for the project.
Construction Inspectors
Ensures project's compliance with its specifications and statury requirements.
Document Control
Coordinates and controls the flow (processing, routing, and distribution) of electronic and paper documents for the project.
Stormwater
We provide BMP training to Owners, Contractors, and Private Entities. It can be customized to a 4-, 6-, or 8 -hour training and can be general in nature or customized to a specific project. The training can be conducted in a conference room or can be a hands-on training on a project site. We also have certified Water Pollution Control Managers to conduct BMP Inspections.
Environmental Compliance Management
On large environmental construction projects, we can provide Owners staff dedicated to ensure that all required environmental mitigation, as specified in the Final Environmental Impact Statement (FEIS), Record of Decision (ROD), and Contract Specifications are met.
